How can I scan a color photo to valid bitmap file format using Envy 7640?

I have tried scanning color photos at 1200 dpi and saving the file variously as jpeg, BMP and TIF but none of these will open in most photo viewers such as Paint or Paint 3D or Firefox or Chrome.  (They do open in Adobe Photoshop Elements 11, Windows Photos, and can be inserted as a picture into Microsoft Word, but if I try to use PSE recompose them or convert the file format, they will not open in other programs. 

The error message reads:  "Paint cannot open this file.   This is not a valid bitmap file or its format is not currently supported."

 I can copy the inserted image in the Word document and paste it into a new Paint file which if saved can be reopened in Paint. 

Is there a way to use the Envy 7640 to scan and save a file (other than a pdf) that can be opened directly by most photo viewer programs?   Is there anyway to save a scan to a file  that can be opened directly.

By default, your HP Envy 7640 will save scanned image files as *.ppg with 300dpi. Now, please scan few photos as default first to see can you open scanned images.

I think the 1200dpi option may cause this problem.

300 dpi is Ok for documents and works at least in PDF format.  But I wanted to scan pictures.  Scanning old 3" snapshots at 300 dpi is not adequate.  I seem to rermember I was able to get acceptable scans with my old AIO 5510 which regretfully died.  My solution was to just buy a scanner that will do 4800x4800 and also film and slides.
