HP Black 15.6 15-f024wm Laptop PC
Microsoft Windows 10 (32-bit)
Laptop will charge but will not start. You can hear it trying to start up like it wants to “catch” but just can’t. Also on the left side are two blinking lights,one lightiish blue and one orange.

As I understand, your notebook does not start, 

No worries, as I'll be glad to help you, that said, I'll need a few more details to dissect your concern & provide an accurate solution:

When was the last time it worked fine?

Were there any hardware/software changes made? 

Is there a light blinking on caps lock key? 

Have you tried any troubleshooting steps?
