It won’t turn on

When I turn my computer on the screen is black with an HP symbol and underneath it has a wheel spinning I was instructed on how to hard reset it and I did it multiple times. They said sometimes it takes her a while to catch. Finally I got an update screen and it rebooted from a white window screen and then with all black to small screen showing a percentage upload and then it will go back to the same thing. Did this multiple times. Occasionally the screen go black with a white Dash symbol on the top left corner.

Hello, for beggining please execute an hardware test in your computer. For this, restart your computer by tapping F2 when it is been down for restart. You come in HP Hardware Diagnostic Interface and can execute all tests. If you have a fail please tell us.

If any error probably a big WIndows's problem.. What options are you tried to reset or update your system?? Have you access to troubleshooting options when you reboot your PC taping F11 key?? 

If any option work, same reinstall Windows deleting all datas, you need to use an USB Recovery Media.. Do you have it?
