Welcome to HP Forums,

This is a great place to get support, find answers and tips,
Thank you for posting your query, I'll be more than glad to help you out 🙂

I see that your experiencing difficulties installing Operating System using recovery media, I appreciate your efforts to try and resolve the issue.
Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details:

  •  Are you getting any error message or code while installing the operating system?
  • Could you please share the screenshot?

While you respond to that, I recommend you to perform the following steps to isolate the issue and arrive at a fix:

Firstly, let's disconnect all connected devices and cables such as Personal Media Drives, USB drives, printers, and faxes. Remove media from internal drives, and remove any recently added internal hardware.

It might be necessary to disable secure boot in the BIOS in order to start the computer using recovery media (USB Drives or CD/DVD).

A minimum of 3 GB of free space is required to install the Recovery Manager update.
