Why won't my pictures from my IPhone transfer to my HP laptop

I have the HP Pavilion lap top and I cannot get my photos to transfer to my laptop, I have tried everything on the internet and nothing has worked.

Are you using iTunes or iCloud photos to transfer the photos?

iCloud, I tried to download ITunes but it wouldn’t work

First things to check:

1.iCloud app on computer is fully up to date.

2.Same Apple account is logged in on iPhone and iCloud PC app.

3.Make sure iPhone is set to auto backup photos to the cloud.

4.Do the photos have the cloud logo on them in the phones photo app?
