Windows not booting up

When I start my pc it asks me to select keyboard layout and when I select one it shows two options troubleshoot and turn of your pc and I can't reset it because no matter what I try to do in troubleshoot it's not fixing it and I can't even go to recovery mode on start up no matter what key I press it still loads to the same page
