Have a new HP printer that prints from computer but it will not allow me to print from ipad.

May I have the exact model name of the product? Refer to this document for steps to find the product details. Do not share any of your personal information such as serial, phone number, email ID, etc.
What is the status of the wireless light on the printer, steady or blinking?
How is the printer connected to your computer Wifi or USB?
Have you installed the HP Smart app on your iPad?
Meanwhile, try the steps in the document- Printing from an iPhone, iPad, or iPod Touch and install and Use the HP Smart App (Android, Apple iOS, iPadOS)
