just got new touchpad and am trying to set it up but its bypassing the terms and condition to wiffi connect page

Hi and welcome to the HP Support Community.

 

Unfortunately, your "new" TouchPad runs on the webOS operating system which HP abandoned several years ago.  If you bought it "new", I would suggest you consider trying to return it for the return of your money.

 

If that is not possible, you can try to bypass setup on the Touchpad with the information in this thread.  Good luck to you.
