I would like to know how are you trying to format the flash drive?

Meanwhile, I recommend you to follow below steps and check if it helps.

Press Enter and type diskmgmt.msc . This will launch the Disk Management Utility.

Right-click on the partition for your USB drive

Select "Format" from the menu

Select "FAT32" as the file system

Uncheck "Perform a quick format"

Click OK to start formatting the drive

I recommend you to contact phone support to check the available service options.

Here is how you can get in touch with the phone support.

Open link:  www.hp.com/contacthp/

Enter Product number or select to auto detects

Scroll down to "Still need help? Complete the form to select your contact options"

Scroll down and click on HP contact options - click on Get phone number.
