the bar at the bottom of my screen stopped working by either touch or pointer

HP Recommended
HP Intel Pentium Windows 10
Microsoft Windows 10 (64-bit)

the task bar at the bottom of my screen has stopped working, anything I touch or use the mouse on does absolutely nothing, I cannot even close down unless I use the power button! Please advise, tyvm

For now please try these steps:

Please perform all these steps patiently as it is critical to resolving the issue. The trick is to remain patient, please. Please note that I am not overloading you with a lot of troubleshooting steps. Instead, just like you, I am eager to ensure that the problem gets resolved.
