Windows 10 boot looping??

HP Pavilion x2 - 10-n123dx (ENERGY STAR)

I am totally out of my element here, but I'm going to give it a shot. My HP Pavilion x2 attempts to boot;  at the HP logo it shows the processing circle,  then goes to restarting and keeps repeating and repeating this process. The last change I made was "back to factory settings" and purchasing a new power cord as the original was crackling. Before going to the  computer repair shop, I thought I'd stop by here to see if there is something (a rather simple something for a non-techie) I can do to get this thing fixed. Sending this via my Chromebook, but I'd rather be using my tablet. Thanks in advance . . .
