Microsoft Windows 10 (64-bit)

While attempting to create a master company image, I'm getting the error "Windows could not complete the installation. To install Windows on this computer, restart the installation." when attempting to generalize.  This is using a Windows 10 1703.1 image. I attempted different builds and each time I encountered an error, with the 1604 build I got an WHEA_UNCORRECTABLE_ERROR. 

 

I have tried everything you can find on the first two pages after googling the error to no avail, including changing the security password policies, setting an administrator password and enabling the account, running msoobe.exe to create another account and restart.
