Microsoft Windows 10 (64-bit)

My monitor was working just fine yesterday.  No signs of any issues with the computer or monitor.  However, when I turned on the computer this morning it is as if there is a green screen in front of the monitor.  I tried going into the menu and selecting factory reset but that has not helped.  It is really difficult to see anything on my computer and I cannot figure out how to resolve this issue.   

Is my monitor going bad?  I have never had a monitor go bad on me before so I am not sure if that is the problem or if there is some other problem.    I do not have another monitor to plug into the desktop to see if the issue continues and I can't get out to buy another cheap monitor just to check (or afford to do so) due to weather conditions.  Any assistance would be greatly appreciated.
