Microsoft Windows Server 2016

When tray 2 runs empty, the printer will not pull from tray 3 and just gives a message indicating that tray 2 is out of paper.  


This is a network printer hosted on Server 2016 print server with HP Universal Printing PS (v7.0.0) driver.  Advanced printing defaults are set for Paper Size = Letter, Paper Source = Printer Auto Select (have also tried Automatically Select) and paper type = Plain.  The physical trays have the same exact Letter paper in them.    When sending print jobs from an application it is set to "Letter".  

 

In the printer web  UI under the "Manage Trays" section, Tray 2 is set to Size = Letter and Type = Plain.  Tray 3 is set to Custom (8 1/2 x 11) as there was not a "Letter" option available from the tray's "Size" drop-down menu (but also tried the default "Any Custom" option).  

 

I'm out of ideas.  Can anyone advise?
