I've seen this problem but none of the solutions worked for me.  I cannot enable my printer on the Web Services setup tab so that I can EPrint.  Whenever I attempt to setup, I get an error saying web services could not be enabled.  I did ALL of the troubleshooting.   Everything else is working fine.   This is a new printer that I'm getting ready to return.  It doesn't allow faxing and so eprinting is the next best thing.  If I can't get it to work, I'm done with this product.  I actually bought two of them and they'll both be going back.  It's very frustrating.
