Why is my DV9000 fan always going like a Tornado, is this Indexing or what?

Dust possibly?

 

Thats a common reason for fans increasing their speed.   Dust builds up over time and reduces the effectiveness of the fan as well as keepign the heat in and the fan has to run faster (and louder) to make up the difference.

 

Get an air blaster and give it a spurt.  If its a laptop you could try blowing hard  in the vents (whilst its off) and see if any dust flies out.
