CPU usage going from 2.46 Ghz to 0.4 Ghz , while playing games causing sudden frame drop.

I'm experiencing sudden frame drops when I play games. On further analysis I realized that it's because the cpu usage goes from 2.46Ghz to 0.4 Ghz. I play while plugged in and at best performance mode. I've already tried solutions available online like bios update,  power plan settings etc. This started happening all of a sudden  2 days ago. Also I've checked  my gpu temperature at the time of fps drops to be around 70-80°C and I think it's pretty normal when u play demanding games. My processor is i5-8250U @ 1.6ghz , 8gb ram and amd r5 m330 2gb graphics.

Don't worry as I'll be glad to help, I have a few troubleshooting steps we could try to fix the issue:  

There are many ways to increase FPS and system performance:

• Update the BIOS.

  For desktop PCs, go to HP Desktop PCs - Updating the BIOS.

  For notebook PCs, go to HP Notebook PCs - Updating the BIOS

• Update the graphics driver.

  Go to HP Customer Support - Software and Driver Downloads, enter your PC model, then select the driver for your graphics card.

• Most games allow you to change the graphics settings. Using a lower graphic quality often improves FPS.

• Close any applications or programs that are not being used.

• Turn on Game Mode. Game Mode is a new feature in Windows 10 Creators Update that improves gaming performance by limiting background processes and programs from using system resources while a game is running.

  1. Press the Windows key and G to open the Game bar.

  2. In the game bar, click Settings.

  3. Click the check box next to the game title to enable Game Mode for that game.
