If Windows is not booting, you could try holding down the volume down button while powering up and then press F11 to restore from the recovery partition, ordering a restore USB from HP, or doing a fresh install of Windows 10 if the tablet was previously upgraded to Windows 10.

I only watched a small part of it but it looked good.  There is an install guide here also.
