How can I obtain the recovery media (Windows 8.1 Pro 64-Bit) quickly

Hi:

 

You can make your own bootable W8.1 installation media by downloading the W8.1 standard or Pro as applicable, ISO file from the link below.

 

https://www.microsoft.com/en-us/software-download/windows8ISO

 

I have zipped up and attached below, the Microsoft utility you will need to transfer the ISO file to a USB flash drive so that it is bootable.

 

After W8.1 installs you can install the drivers and available software from the support page.

You would have to contact HP in your country to order recovery media if it is available for your model.
