Did you follow the steps?

  1. Make sure the device is charged and then unplug it from the power, no cable going to it.
  2. Turn off the device, so you don't see anything on the screen, the screen is dark.
  3. Press all three keys together.  Press and hold the power key, volume up, and volume down, all at the same time for about five seconds.
  4. The bios will reload and once that's done the reset to the device will continue.

What happens when you try that?

Hi , mjrtoo2000, me i push the volume +and volume - plus i push the power button and it open a page and it's written HP BIOS UPDATE but after that i try to open my tablet and it's doesn't work and now i found that you push the power button and the second volume button and you arrive at a place where it's written STARTUP MENU : YOU HAVE BIOS SETUP, SYSTEM RECOVERY, NETWORK BOOT, AND OTHER THINGS BUT THE PROBLEM I DON'T KNOW HOW TO SETUP THIS SYSTEMS SO IF YOU CAN HELP ME I WILL NOT SAID NO. AND DON'T FORGET HOLD THE VOLUME AND THE POWER BUTTON FOR 5 SECOND.

Do you see a progress bar when the BIOS update starts?  It took a while before it finished and was back to restoring the device, on my device, and others that I've read about, automatically begin the restore after the BIOS is done updating, nothing else was required.

If I were to guess, it sounds like your problem is a little more complicated, like you deleted your entire operating system rather than restoring the device or something.  I might suggest the three button press method one more time and just let it go for a while, don't mess around with it.  But, if that doesn't work, then it sounds like you might need some higher level support than I can provide.

Good luck!

I have the same problem, though not on a HP tablet. When I press the Vol+ and -  plus Power, while it's powered down, it turns on after two seconds, then on the fifth second it goes black again.

I did that but when it comes to start up the touchscreen doesnt work for some odd demonic reason

It looks like there is now a BIOS update from HP for the Stream 7 to fix this (F0.F)

Wow. Thanks. works as described. Any idea what causes this?

OK I had the same issue and that's for my Envy X2.  It was becuase it doesn't recognize the keyboard so what it is referring to is to the button on the actual tablet for volume.  So press Volum + and all kept running.  Just in case that someone is having that issue, the keyboard will not work.
