Product: Officejet Pro 8610

I have used the same printer with the same laptop and the same phone for their connection previously. Now I can connect my laptop like before but not the printer. I am reinstalling the printer software to my laptop and can't continue because the printer won't connect to my phone hotspot. I've turned on and off all devices, I've typed in my information to the printer and still nothing. Please help.
