HP TouchSmart 310 PC Model 310-1020

I believe my power cable is defective.  I have to unplug and plug in my computer 20 or more tries before the computer actually turns on and I get a Windows screen.  Otherwise the screen is black after touching the power button.  The power button is lit blue but nothing else.  Any suggestions?  I have taken it to Geeek Squad twice during the past two weeks.  It seems to turn on just fine there with the same power cable.  I bought a new surge protector just to make sure my old one wasn't faulty.  I have also plugged in the computer to outlets in various  rooms in the house because I thought that it might be an electrical problem on my end.
