A user named Freixas provided this solution two years ago, but I am a new HP laptop user who ran into the same issue of background windows going dark , and finally found his solution after a week of searching: Search for HP Command Center >> System Control >> Focus Mode (switch that OFF).
If you are unaware of background windows going dark when you switch to another window - ostensibly to save battery and maintain our concentration - consider yourself lucky.
What happens on your laptop screen (but not on an additional external monitor) is that when you click on a window or dialog, all others go dark.
Cool idea until you want to work with two windows at same time, say looking at one, but typing into another. Obvious time to have two windows nice and bright.
Solution as found by Freixas is: Search for HP Command Center >> System Control >> Focus Mode (switch that OFF).
