Product: HP Stream 14

I haven't used it in a while and decided to bring it back out and I've charged it a bit..but when I try to turn it on it quickly flashes a white screen and makes some kind of quick static noise then goes back to a black screen..is this a fixable issue or is it the end of my laptops life?
