I could make things short and say, that I have exaclty the same problem as mentioned here: https://h30434.www3.hp.com/t5/Desktop-Boot-and-Lockup/HP-Z2-Tower-G9-Workstation-boot-lockup/m-p/861...

Deleted Windows 11, installed Windows 10. All worked well.

Restored a backup of Windows 10. Boot loop. But the loop does not occur on WIndows boot, it occurs at start of pc. Switiching on and off. I have no chance to enter the menus like F9 or F10. It shows, it will enter the menu but then just reboots.

At least, I found a possibility to get into the menues or my Windows 10. I have to remove battery. Remove power cord. Wait a minute. Put battery and power back in place. Restart PC. After some restarts it says, CMOS was resetted to default because of battery empty or something like that. Than I have to push F10 as fast as I can and press Enter and on this way I come back into menu. Deactivated secure boot, TPM etc, but no chance to get constant boots.

Instead of booting into F10-menu after this mentioned procedure, I can decide to boot into my restored Windows 10. EXACTLY 1 TIME! After that all starts from the beginning again and I have to do this whole battery removal procedure.

And by the way: This is the second HP computer, which is acts exactly like the first one and which was sent back.
