Just got off the phone with HP Support, thought a machine I was looking at might be missing two Starwheels.

 

I even watched a video where a Tech installed Starwheels from a scrap part into the Second Starwheel assembly on a machine to "fix" it.

Support says that the wheels are not missing, that's just the way the machine is built, I'm attaching a picture for reference and comments are welcome, especially from @Repairatrooper

I have a T2530 in the shop right now and the last 2 sets of starwheels are not there. As these are similar models I would guess that it is likely the way it is.
