Out of the box I built I change disabled DHCP, entered the IP address, subnet mask and gateway. During the boot process it displays the message. Provisioning init error is 0x4020. This will stay up for a minute or so the reboot. The phone will stay in this cycle until unplugged. It will never go past this point or allow you into the phone.

Most likely the phone is picking up a file when downloading the software that contains reference to a invalid file. Please consult the phone logs on the provisioning server.

I assume that is the problem. You see I do not have a provisioning server. I do everything manually. As soon as I get the phone on the network I access it through the web interface. I was not able to get to that far. After I build in the IP address, SubNet and the Gateway. It tries to boot and displays the provisioning error.

you will need a provisioning server to rectify the issue. Maybe the unit was used or unboxed before?
