Hp all in one not turning on

I had an issue where one day my pc turned off out of the blue and would not turn on. I googled issues but power fault got my interest . I highly doubt its a power fault bexause the computer has internal machine like sounds when off .plus the cords battery thinging has a constant b.. sound. The top vent of the pc has a rusty electronic smell which is weird.

It would really help if you could give me any sort of advice on how i could fix the issue myself.
