The information you provided suggests that your HP Z1 Entry Tower G5 Base Model is powered by the 250-watt power supply -your RX 550 with its 50-watt TDP gave that away. If you do have the 500-watt power supply, skip the next paragraph.
In order to power a meaningful better graphics card, you'll need to upgrade your power supply with the 500-watt unit, which has p/n: 901759-013.
