Welcome back.
It seems AMD reserves a part of system RAM for onboard video.
The reserved system RAM is not released when a discrete graphics card is installed.
I don't believe you can modify this behavior: in the BIOS or in Windows.
I can't say for sure it is not possible to release the reserved system RAM because I have never had to deal with this problem.
You can always add more system RAM if my guess is correct. Eight GBs of RAM does not make for a good experience when using W10 or W11.
A different Forum member might have hands on experience with this issue.

I don't believe there is a way to recover the reserved system RAM.
