I just received my new mini but it did not come with an ac adaptor nor does the back panel allow for a connection just the provided regular 3 pronged power supply cable. Can I just connect the power cable to a surge protector without an ac adaptor?

The product number you posted indicates that you have a HP ProDesk 600 G4 Small Form Factor PC.
All you need is the power cord that plugs into the back of the PC's power supply.
It plugs into the lower right power cord socket in the illustration at the link above.
I would connect the other end to a surge protector.

You need an external power supply if you have this model:
What I need to know is if your notebook is the 35W or 65W model.
If you don't know, you can post the product number of the PC which should be on the bottom cover.
