How can I find and install a driver for the finerprint scanner for Ubuntu 24.04 LTS for my HP Elitebook Folio 9480M

HP does not provide Linux drivers. I would suggest you post the inquiry on an Ubuntu helpsite. Your fingerprint scanner is a Synaptics (Validity). Here is a place to start your research:

Thanks for your reply and time.

I visited the site you proposed. The snap was already enabled. Installed the validity-sensors-tools but when I started the initializer, I got the reply 

Exception: No supported validity device found.

I tried already with Ubuntu community, but the proposal was to ask the HP community.

The first thing is to identify the exact Validity chipset. Go into device manager and get the device ID (if you have Windows installed). If not you have to do a deeper dive and find out if anyone has gotten it working in Ubuntu on your exact model laptop.

Thanks again! The Validity scanner model is VFS491, ID:138a:003d. Unfortunately, on Ubuntu Community there are various cases concerning Validity drivers, but no one working for this one. If I have news from the Ubuntu Community, I will keep you informed.

It is certainly not impossible there is no way right now to make it work with your Linux distro. Happens all the time I'm sorry to say. The Linux community will eventually find a solution.
