No, I don't believe you can.
The maximum RAM your HP 14-inch Laptop PC 14-f1000 can accept is 2x8GB of DDR4 PC4-25600, 3200 MHz, Non-ECC, Unbuffered, SODIMM, 260-pin RAM stick.

What model AMD processor does your notebook have?
If your notebook only has one memory slot, run this command:
1. In the search box, search for cmd and click Run as administrator.
This will open the command prompt.
2. Once command prompt is opened, type wmic memphysical get maxcapacityEx and press the enter key.
There, it will show the maximum RAM capacity your PC's motherboard can support.
The capacity is shown as Kilobytes, so you have to convert it to Gigabytes by dividing the number provided in the report by 1,048,576.
If the report indicates 33,xxx,xxx, then it may be possible to install 1 x 16 GB of DDR4-3200 CL22 memory in your notebook.
If the report indicates 16,xxx,xxx then you will only be able to install an 8 GB DDR4-3200 CL22 memory chip in the slot.
The report picks up the circuitry for the second memory slot which is not there.

The 14s-fq1xxx notebooks with the Ryzen processors should support 2 x 16 GB of DDR4-3200 CL22 memory.
The service manual indicates half that amount.
That is why I believe the notebooks that don't come with the Ryzen processors that only have one memory slot will support 16 GB of memory.
