Please identify which parts needs to be replaced/repaired

Cpu always stuck at 0.20Hz, fan not working, battery appears as working but not charging (motherboard was repaired after water damage).

All problems point to the system board not working. Likely it wasn't properly repaired.

Hello, I did run some diagnosis and the battery was faulty , and I check the heatsink if I had thermal breakdown, and the thermal needs to be changed, and the fan works at bios, but when booted into main SSD (win11), the fan will just stop.

Can you tell more about the water damage and how was the system board repaired?

Slow CPU speed could be caused by high CPU temperature; insufficient power; energy saving modes in Windows; some sort of BIOS malfunction.

Try monitoring the CPU temps with e.g. Intel Extreme Tuning Utility or other software; select Best Perfomance mode in Windows; update BIOS to latest version.

The fan may be stopping because the CPU is running on low enough temperatures.

They Spilled water on the left side of the laptop, and they tried to charge it but the damage worsen, the Ic was burnt and they repaired it using soldering wire, the laptop slows when the CPU hits 60°c,i turned the "fan always on" feature and it only works in bios and before booting, and the BIOS is updated to the latest update, I think this problem is related to System and battery issues.

You can always operate the laptop without the battery to rule it out.

If an "IC is burned" I cannot understand how you can repair it with just soldering. At minimum you would need to replace the IC with identical part. Liquids can cause damage that is not visible to the eye.

Take the system board out of the laptop chassis and operate it with minimum amount of peripherals to rule them out - just a single RAM module + keyboard + mouse + display. Make sure the cooling solution is properly attached to the CPU with thermal paste. If the fan stops and CPU still does not work at full speed, then some sort of power delivery / cooling logic on the system board is faulty. In this case I can only recommend replacing the system board.

OK dude I,will just replace the motherboard, but before I do:

1. I removed the SSD and found some components burnt.

2. I flipped the motherboard to find that one part was removed and soldered with two pins, I put some aluminum to the other pin (to combine all the pins) and the CPU gets to hot and the laptop shuts down.

And is there and tips i could do to fix the laptop?

I'm sorry, I do not have the know-how required to fix system boards.

I would advise taking the laptop to an electronics repair shop where a professional could take a look with proper magnifying glasses and diagnostic hardware whether the board can be repaired.
