Product: HP EliteBook 8770w Base Model Mobile Workstation
Unsolved problem for years, CPU throtteling - ZBook17 G5, I7-8850H
If the battery is installed, the permanent CPU power is limited to 23 watts. If the battery is removed, it is limited to 45 watts.
This also happens with a more powerful 230 watt power supply, and it doesn't matter whether the battery is already fully charged.
Intel PPM is installed, but this problem can only be temporarily fixed with Intel XTU (after starting it manually and changing the parameters).
My device also had cooling problems because the heatsink did not lie flat on the CPU, due to the thermal pads between the mainboard coils and the heatsink being too hard.
One of the 5 chokes is slightly higher, and only this choke was in contact with the thermal pad.
Now the core temperatures of the CPU are almost the same, previously there were over 20 degrees between the cores 0,2,4 and the cores 1,3,5.
