Can I use pny xlr8 ddr4 16gb ram in the extra slot of HP 15-fd0292TU (i5-1334U) [I don't want to remove the 8gb ram, I wanna upgrade it to total 24gigs of ram]?

Yes, you can do it, although the best is always to put pairs of memories (8+8, 16+16}) this activates the double channel of the memories and they go from 64 bit to 128 bit data transfer which makes the memory faster.
