I had the same problem on my new HP Mini 210. The wireless key remained amber and I couldn't access the internet. I don't know what the problem was but I used System Restore to retore my system to two days earlier when I was able to access the internet. The button is now blue and my wireless is working. Now I am afraid to touch the button..

I HAVE THE SAME PROBLEM WITH HP LAPTOP DV76B91NR, TRIES EVERY THING TO FIXED BUT SAME PROBLEM, TESTED NIC CARD, ALL WIRES, PERFORMED COMPLETE RECOVERY, THEN I UNINSTALLED HP CONNECTION MANAGER, AFTER THAT WIRELESS BUTTON TURN BLUE, AND TURN ON AND OFF WITHOUT ANY PROBLEMS.

Is it not possible to turn on WLAN in device manager? - that is where I went to first, but it said that my WLAN Network Adaptor was enabled.

I tried everything, including downloading hp assistant, but after updating BIOS, it WORKED!!!! Wifi button is now functioning!

Oddly, the workaround I found was that I was able to successfully use the wireless button located fourth from the right (delete key) on the top row of the keyboard on my HP 625 laptop only after I connected the computer to a wired network.  Once I put in the cat5 cable, the wireless button then works (switches from amber to blue indicating the wireless nic is now working, and this "on" state will be remembered after the machine is restarted, so now I just never disable the wireless nic.)
