Hi, this is my first post on this forum and i created an account solely for seeking help on this subject for which i couldn't find a solution anywhere on the internet. Recently, i've been facing this strange problem that whenever i turn off my laptop, the mouse connected to one of my USB ports is still powered on EVEN THOUGH my laptop is turned off and it's not charging which means power is still being supplied to ALL the USB ports as i tried plugging in my mouse to a different USB port and is still powered on.
Here are my specs:
Win 7 Premium (32bit) OS
4 gb ram, intel core i3 2.13 GHz
Laptop model: Compaq Presario CQ41 227 TX

I think that to deal with the issue, something needs to be changed in the BIOS but my BIOS do not allow me to turn of anything that is USB related, checked it 1000 times.

PLEASE NOTE THAT:
1. My laptop is turned off when the problem persists, not hibernating.
2. Only USB ports are powered, NOT any other port/slot.
3. Sometimes USB ports behave normally but that is like once in a month, and for about one hour only and then they're back with the problem.
4. My laptop is ONE YEAR old and this issue started like 3 months ago only, and i didn't change anything in my BIOS or power options and have no suspicious software installed.

Expert advice needed. THAnkS.

All I can suggest is to install the latest bios update, this has its risks.

 

Have you run the HP Support Assistant to check for updates lately?

I have thought about it before but the problem is that how am i supposed to find out if the latest update has the option to turn off usb or not. Or which bios version(compatible with my system) has the ability to do that. If you can find me one, i'd be very thankful.

I had seen  your post few days back and knew why this was happening but I actually wanted to verify if this was happening on a CQ41 Notebook when USB mouse was connected.

 

The notebook's Wake On LAN feature maintains a constant power supply to the USB ports even during shutdown in order to provide additional data channels to the notebook's network card. This is the expected behavior of the USB ports for this model of notebook.

To resolve this issue, disconnect the AC adapter from the notebook after it has shut down completely.

 

EDIT:

The latest BIOS for your Notebook is F.0F which can be found here and on most of the HP Notebooks , you can find an option called as "LAN Power Saving" (see picture below) in BIOS which is ENABLED by default and when disabled would resolve your issue as well.

The problem with doing that is when my system is turned off and adapter is connected, USB power is off but as soon i cut power to the adapter, USB ports become powered on. This means that my problem persists in the "non charging" state.

 

Also, i downloaded the BIOS update from the link you provided but when i run it, it says this update is not for your system. I'm sure i selected the correct version of windows.

Turn OFF the Notebook and once its powered ON, keep Pressing F10 to load BIOS screen of the Notebook. In this screen try finding LAN power saving, disable it and see if it fixes your problem.

 

Also, are you sure the BIOS I provided above is not latest one? Could you please post complete product/model number of your Notebook? You can use link below to find this info

I'm not saying that the BIOS you provided is not latest, it's just that whenever i try to install it, it says "This version of BIOS is not for your notebook PC". May be i need to install a service pack to get it to work. I'm installing sp1 btw. And my current version of BIOS is F.05, which doesn't allow me to turn off ANYTHING related to my problem.

I have successfully installed F.06 A version of BIOS you provided but it's no different from my default version (F.05). It doesn't have the option to turn off "LAN Power Saving".

The BIOS on your Notebook was vF.05 which was very old and thats why you could not update to latest one. Try installing the latest one(vF.0F) now.
