Hi,

Your laptop came with Windows 8.1. 64 bit

Your only option to get back recovery partition back is to order HP Recovery USB directly from HP technical support:

Why do you want recovery options back? Upgrading to Windows 10 would already have corrupted HP Recovery partition and rendered it useless.

You should've created HP Recovery USB using HP Recovery Manager just after initial setup of this notebook. Did you do this? If yes, you can use this USB to factory reset now.

If your laptop was updated to Windows 10 and activated you can download Windows 10 for free from Microsoft. To get back to Windows 8.1 (factory OS) you would have to have made the recovery media with the HP application while the laptop was running 8.1 or you are going to have to order a restoration disk from HP.
