I followed the previous recommended steps:
Go to Start menu and type "cmd" without quotes DO NOT PRESS ENTER instead Press Ctrl + Shift +Enter this will log you in Administrator mode and type following command without quotes
“netsh wlan stop hostednetwork” <press enter>, then type
“netsh wlan start hostednetwork” <press enter>
And it solved my problem. The mouse stays paired after shutdownd, sleep and hybernation.

Right on Bro, you the man. Greatly appreciated Allen. I'm going to click resolved, however, I will follow up if the problem returns. I was really hyped about the idea of a mouse without a dongle and really didn't want to return it. Once again thank you.

Well that was short lived. I left my laptop on and it went into (I assume) sleep mode, when I awoke it I had to reboot before I could pair it again. I'm taking it back to Staples and am going to research mice before I buy my next one. It will hopefully save some aggravation. Thank you for trying though.

I had this same problem for the longest time.
I fixed it by going to "change adapter settings" in the Wireless Connection Centre and re enabling my Microsoft Virtual WiFi Miniport Adapter connection. I had disabled it sometime before when it was interfering with me trying to connect to some random wireless network. It has to be on to connect to the mouse as this is what the "softAP" is.
So if trying to use softAP you should always have two network connections on, one for your actual internet and one "Microsoft Virtual".

I created an account just to make a complain. THIS IS TOTALY BULL**bleep**!!!!!!! Why theres no advertissement saying:
CAREFULL this is a bull**bleep** SOFTAP mouse that might not work on 90% computer.
Im so **bleep**ing mad that i just feel going back to the shop where i bought it and smash it on floor and pee on it.
I hope im going to get a refund on this.
IM NOT A HP WORKER and i will never be.

Found the solution that worked for myself. I was getting that error and i was really mad. What i did was i went to the device manager and uninstaled the microsoft virtual miniport adapter. It seems that the problem is coming from it. Donm't worry u wont screw up your pc mine is still in perfect condition so go on and try it guys.

Well, it faield again. The mouse was shown as connected under the Wireless, along with my network connection. I changed batteries, even though teh batteries in the mouse teste dgood. Still would not work. I tried to reinstall/repair the installation with no help. I then did a complete uninstall, rebooted and reinstalled. It now works again. HP is a real loser on this device.
