turn off your notebook....

once powering back on, start tapping F10 immediately.

it takes you to a screen that might say insyde flash.

press the U I O P on the screen, if you hear beep sound, its a software issue, if not, the key board needs to be repaired, contact hp at 800 474 6836

The keys do beep under the bios. I guess it's a software issue issue, not a keyboard issue, correct?

HP Recommended

CORRECT.

Now click on start button, in the start search type DEVICE MANAGER, open it...

under key boards you will find the driver for the key board, do a right click on that, select uninstall.

the computer will restart.

once restarts, check if they work, if still nothing, needs to install the bios update...

if still doesnt  work that, let me know

I did the driver uninstallation, but it did not resolve the issue with the keys. I thought of doing a fresh install of Windows, but the owner does not want me to do that at this time. Any other suggestions?

No other way, sorry....

oh ya, last way, try to create a new user account....
