It fails to boot up. Nothing on the screen.  I believe during system check of the BIOS, one of the hardware is failing and hence it does not finish the boot process (this is my understanding).  THe flashing Caps Lock KEY is, I believe is some kind of indication of what failed..

try next...

 

1-Unplug the AC adapter from the notebook PC and remove from any port replicator or docking station.
2-Remove the battery from the notebook battery compartment.
3-Press and hold down the power button for about 20 seconds.
NOTE: Holding down the power button while the computer is turned off drains any residual charge in the capacitors.
4-Insert the battery and plug the AC adapter back into the notebook PC.
5-Press the power button to turn the notebook PC back on.

I tired this again but did not work.

Okay, the problem is resolved.  One of the USB pins was shorted to ground.  Used a small screw driver to bend it back and voalla ..PC boots to Windows..thanks all...

How did you know one of the USB was grounded improperly?

My HP laptop is doing the exact same thing ~ won't boot up and the Caps Lock light is flashing

Nop..never heard anything..

Try reseating the ram in your laptop. 

I found someone with the same problem and he just reflashed the bios and problem solved.
