Thanks for your replies. This makes it even more confusing (and interesting from a tech perspective)
I'll keep digging, it would be a lot easier to figure this out if I caould duplicate the problem, but everything seems to work the way it should for me.

Solution which works for me:
Win7: Removed the whole software after problem occured, reinstalled and skipped the "Scan to Computer" part. Now there are no problems even if the printer is off.
Btw: I agree with you: Really bad support from HP.

I renamed the HPnetworkcommunicator.exe to a BAK extention. Next I added a TCP/IP port to the printer properties in the printer setup section which I gave the fixed TCP/IP address I gave the printer. This worked fine as immediately after renaming the polling stops.
I turned off the scanning first, yet this did not stop the process.

I use the scan feature a lot when I'm in my home office, so I didn't want to disable it. When I'm out of the office (most of the time) the constant running of this service is distracting and a huge productivity killer - it is extremely annoying!! HP YOU NEED TO FIX THIS!!
I found a TEMPORARY and simple fix: I moved the file up one level in the file structure (from the BIN folder to the HP Photosmart 5510 Series folder). It immediately stopped the service from running. When I'm back in my home office I'll move the file back to the BIN folder.
At least for now, I can get back to work!

I did what you posted and it still didn't work for me.
Have been trying different things and found that when I start my laptop with the printer on the problem is not there as noted by others, but when I turn the printer off, the problem is still not there.
To turn the printer on while my computer boots and then turn the printer off works for me until a fix is found.
Using Toshiba Satellite L675 running Windows 7
Printer is a Photosmart HP7510

I was similarly frustrated by the constant activity of HPNetworkCommunicator which slowed down my computer and interrupted so many functions. I spent two hours yesterday swapping out my cordless keyboard which had suddenly become 'faulty' with missed keystrokes! Then I found the culprit and disabled the 'Scan to PC' function of my new HP 3050A. Needless to say, the keyboard had not developed a fault at all.
All is now fine, whether the printer is switched on or off and printing and scanning (from the PC) works as before.
Why do manufacturers of printers, cameras, MP3 players, SatNav/GPS devices and so on assume that one will be using their product 24/7 and install resource-hungry applications, generally with no other purpose than to speed up the availability of their device by a couple of seconds? 'Scan to PC' might be useful but not at the expense of performance on other activities!
This is a great printer but almost spoiled by this issue

I think this file is what is causing my windows 7 cursor (spinning wheel) to come on every 4 seconds. I installed an Officejet 8600 Plus about 6 days ago but hadn't related this to the cursor problem until now. Any news from HP. I bought the printer from Best Buy so could just take it back but would rather resolve the problem if anyone has a solution.

You are correct. HPNetworkcommunicator.exe is polling your printer to see if an inbound scan job is coming. I just bought a 5510, and this is HIGHLY annoying.
Resolution: (DISCLAIMER: Proceed at your own risk. Editing the registry can be dangerous and cause problems to your operating system if you don't know what your doing. Always make a backup)
In regedit, goto:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run
and delete the key:
HP Photosmart 5510 series (NET)
Then reboot
This will solve the issue, but it will also stop you from being able to initiate a scan job from the printer. However, you can still scan to your computer. Place a document on the scan glass or the ADF (if you have one) then on your computer goto START-PROGRAMS and find HP. Somwhere under the HP folder you wil find a shortcut named "HP Scan". Click it to scan.
HP, that'll be $100 for solving YOUR software/installation issues.

I too am having an issue with the HPNetworkcommunicator.exe process running every few seconds when the printer is turned off.
I have tried the options suggested on the forum.
We have three laptops on our home network, I would not like my youngest daughter to start renaming files or moving them in order to solve this problem.
I am considering returning the printer.
