Hi and welcome to the HP Support Community.

Unfortunately, your TouchPad is obsolete technology which HP abandoned years ago.  All registered owners of webOS devices received several notices about the shut-down before it happened, to give people a chance to prepare.  So, there are no more webOS servers, no more restoring data or purchased apps from your webOS Profile.  Whatever was on your TouchPad is gone.

You might want to give this thread at webOS Nation a read, which links to information about bypassing webOS activation.

You could also explore installing Android onto the TouchPad.
