I've found several posts about Skype for Business Licenses like this one but I haven't found anything about how to confirm licenses are in place.
What user functionality would be impacted if my Polycom phones did not have to correct licensing?
I am trying to set up new polycom phones on a new S4B system, and I'm running out of reasons why other manufacture phones came up without a issue both both my VVX311 and my VVX600. As Polycoms are the only devices that currently support shaired line appeances (SLA) there is some pressue on getting these working with a good experiance for the VIPs are the ones who need the SLA function. If this isn't a licening issue I'll keep poking arond and will post the APP logs in another message.

This is described in detail in the Skype for Business FAQ and simply means you must have originally purchased a -018 or -019 Part Number phone as only these include the Skype or Lync license.
Finding this out afterwards is only possible to cross check the actual MAC of the phone. This is a legal requirement between yourself and Polycom.
