Above advisory is dated:

Release Date: 2016-11-02

Last Updated: 2016-11-08

With later effective date than both of above:

Effective Date: 2016-11-25

One of the fixes it mentions is, "Fixed an issue of S5 consumption over spec."  The stupid notebook has been draining some 10% of battery capacity per day while completely OFF for over a year I had it, and I'm hoping this finally fixes it, but it's now 2016-11-28 and there's no sign of 1.17 BIOS.  All the support pages still have 1.16 from August.

So where is 1.17 BIOS?

It finally showed up, on 2016-11-30.  So many things HP does is puzzling to me.  The actual file being available almost one month after the so called "release date" is just one of them.
