Can the firmware for the z3200 be burned to a blank Laptop Hard Drive?

If so how?

I have seen it done here on a different printer:

Sorry, there is no way to load firmware on a basic hard drive in your model of printer.  You have to purchase the hard drive with with firmware installed from an HP distributor.

The 5500 has a parallel port and sending firmware to a parallel port is a lot easier than to a USB port when a machine is not working properly.

What I can say is that when hp uses self-encrypting hard drives and you get a new drive from the factory when you install it it keys itself to the formatter of the machine you put it in.

After installation it only works in that machine and in the case of laser jets if you have to move it to another machine you have to essentially wipe it and have it start fresh to rekey to the new machine and then the old information is totally unusable.
