Intel G33/G31 Express chipset family

 

1) Is this HP applied video chipset OpenGL 2.0 (and higher) capable?

 

2) Does OpenGL2 and/or higher functionality hardware/firmware enabled or software/driver?

 

3) How do I enable OpenGL2 and/or higher functionality or where do I obtain HP drivers to enable functionality?

OpenGL is a part of Windows (and maybe supplemented by graphics drivers).

The chipset supports up to 1.4 refered to this list:
http://www.taiwanpcsources.com/intelgraphics.htm

From wiki up to 1.5:
http://en.wikipedia.org/wiki/Intel_GMA#Graphics_Media_Accelerator

So - no, no OpenGL2.0 capable.
This is hardware related, so you have to go to an external graphics card.

Your machine has a PCI E slot which supports adding a  PCI Express x16 graphics card.
