Product: Compaq 100 Desktop PC
Operating System: Microsoft Windows 10 (64-bit)
Whenever I attempt to turn on my PC it turns on the computer, but my monitor, keyboard and mouse are not reacting to the bootup, screen remains black, keyboard lights off and the red light below my mouse also off.
Other notes: Computer fan makes an unusually loud sound upon bootup and while in action.

Yes.
If you do not replace it, the time\date and many other settings in the BIOS will not be kept and will reset each time you start the PC.
I do recommend that you replace it with a fresh CR2032 battery.
