Microsoft Windows 11

I have a hp s2301 monitor.  I tried to using Hauppauge Winthrop in the graphics slot.  I thought it would be better than using an external tuner.   When when this graphics card did not work.  I turned of computer and took out the graphics card.  Now when I turn it on the computer power blinks off and on when I try to reboot.    When I reboot i also get a message that auto select switch is on and the computer searches for both dvi and vga but finds no signal.  I have been told that the computer is searching for this graphics card which does not work.  I try to go into the bios but it will not let me get to the bios screen what do I do?

Please clarify what is Hauppauge Winthrop ?

Hauppauge devices are typically TV tuner cards and do not have graphics capabilities.
